According to research, Bulgaria has some of the cheapest cigarettes both in the EU and in the entire world. The average price of a pack of cigarettes in Bulgaria varies, usually from 2.50 to 2.90 euros. It is in fact quite cheap considering the prices of a pack of cigarettes in some other European countries such as the UK, Germany, Norway, and Ireland where prices can reach as high as 10 Euro for a single pack.

For those of you who are planning on coming prepared with cigarettes from home, it is good to keep in mind that there are some regulations. It is important to note that those restrictions are much lower for countries that are part of the EU. It is always advisable that you check the restrictions and requirements for importing cigarettes in any country you are about to visit beforehand so you know just what to prepare and what to expect. You are also allowed to import some cigars (50 at most) or cigarillos (100 pieces that should each weigh under 3 grams). Any sort of cigarillo weighting over that minimum of 3 grams is considered a cigar.
The restrictions we have listed above apply to both the EU and all the countries worldwide. EU citizens, however, may be allowed to carry as much as 800 cigarettes (40 packs). This is largely due to the EU policy for free transportation and open market. The quantities we listed above may be multiplied by 4 if you are coming from a country that’s a member of the EU. This would make about 400 cigarillos, 200 cigars and about a kilogram of tobacco. Keep in mind that different EU countries have the right to pose different restrictions for those amounts so make sure you check the up-to-date information about the conditions in the country you are headed into.
Generally, you are highly likely going to be allowed to carry the full amount given above as long as you can prove that it is for personal use only. There is also the condition that if you are suspected of carrying the amount of tobacco for retail purposes, the authorities can look into you more thoroughly and with greater attention. One example of such inspection is figuring out of you are an owner of retails business and checking out the packaging of the tobacco items you are caring along with you.
